Overview
Most Parlier kitchens date from the 1970s through the 2000s. Here’s how to choose between a refresh and a full remodel, what city permits involve, and how planning ranges work.
Tile counters with grout that never looks clean, oak doors worn pale around the pulls, a fluorescent light box on the ceiling. If that’s your kitchen, it likely dates from the 1970s through the 1990s, the three decades that built about half of Parlier’s homes.
Kitchens decade by decade
1970s and 1980s
About a third of homes in town come from these two decades. Their kitchens tend to be enclosed, with soffits, dark or oak cabinets, tile or laminate counters and a fluorescent fixture overhead. For houses built before 1978, the EPA’s lead-safe rule applies when painted surfaces are disturbed, which shapes demolition and cleanup.
1990s and 2000s
These decades added about 41 percent of homes, with the 2000s the largest single decade. Expect oak or maple cabinets, granite or tile counters and an island or peninsula, along with builder-grade sinks and faucets that are reaching the end of their service life. Kitchens on their first full remodel often keep the same footprint, which keeps plumbing where it is and the scope contained.
Refresh or rebuild
Most kitchens fall somewhere on a three-step ladder that matches the estimator’s partial, mid-range and full scope options. Where yours lands is one of the biggest drivers of the range.
Partial: new countertops, a sink and faucet, hardware, painted or refaced doors, and new light fixtures on existing circuits.
Mid-range: cabinets and quartz replaced in the same layout, plus flooring and backsplash.
Full: a new layout with premium or custom selections. Wall changes need engineering, and new circuits or moved plumbing involve licensed trades, all evaluated during the consultation.
Here are the planning bands: projects typically start around $25,000, a common remodel lands near $40,000, and a full layout change with premium choices can reach $50,000 to $60,000. For the biggest swings, see what changes a remodel price.
More than half of homes in town, about 56 percent, are renter-occupied. For a rental, a mid-range scope with durable counters, standard cabinet boxes and easy-to-replace hardware usually makes more sense than custom work. An owner who plans to stay may put the money into storage, lighting and a better layout instead.
Replacing tile counters
Tile counters were common in kitchens from the 1970s through the 1990s, and the grout lines are usually the complaint. Moving to quartz removes the grout entirely, and the estimator lets you price new quartz or premium stone with your existing cabinets or with new ones. Where the cabinet boxes are worn or the layout doesn’t work, replacing counters alone can mean paying for them twice.
Tile counters usually come with a short tile splash, so the backsplash changes when the counter does; our backsplash and tile page shows how the two are planned together. On cabinets, the estimator’s choices run from keeping or refacing what you have to new or premium custom boxes, and oak boxes that are still square are often good candidates for refacing or paint.
Lighting, soffits and floors
That fluorescent box overhead is one of the easier things to change. A new ceiling fixture on the existing circuit is fixture-level work, while recessed or under-cabinet lighting that needs new circuits involves a licensed electrician and is reviewed at the consultation.
Soffits from the 1970s and 1980s can sometimes come down to make room for taller cabinets, but they may hold ducts or vent pipes that have to stay or be rerouted. Flooring is the other decision: if the cabinets stay, the new floor usually runs up to them, so its thickness matters around the dishwasher and range.
What soft city water means for faucets
Average hardness was 53 parts per million in Parlier’s 2023 water quality report, with readings from 41 to 63 across city wells. That’s soft on the U.S. Geological Survey’s scale, so you’re less likely to fight white scale on faucets and dishwasher racks. It leaves room to choose dark or matte finishes and to focus on valve quality and spout reach.
Plumbing, wiring and the permit question
Inside city limits, kitchen permits are handled by the City of Parlier Community Development Department, which covers planning, housing and building, including inspections. A cabinet and counter swap is usually simpler from a permit standpoint than work that touches plumbing, wiring or venting, and your project’s needs are confirmed during the in-home consultation. If you’re outside city limits, Fresno County handles permits instead.
Your range, then a visit
Run the kitchen estimator to answer questions on size, scope, cabinets, counters, flooring, layout, plumbing and electrical, and finish level, and it will show a personalized planning range. If it fits, book a free in-home consultation; our Fresno shop is about 35 minutes from Parlier. Because cabinets are often one of the largest line items, it helps to know before the visit whether you lean toward refacing or new boxes, and our reface vs replace guide can help.

What affects the investment
Scope, layout, selections, and existing conditions.
The range for a kitchen depends on how much of the room changes: whether the layout stays or moves, the cabinetry and countertop selections, flooring and lighting, and the condition of what is behind the walls today. Most kitchen projects start around $25,000, a typical remodel lands around $40,000, and larger kitchens with layout changes or premium selections run $50,000 to $60,000. Your estimated range gives you a planning starting point before we confirm details in person.
