Overview

Kitchen remodeling for Tulare homes, where most kitchens date from the 1980s on: oak cabinets, tile counters, early granite, and layouts that almost work.

Oak cabinets gone orange, a tile counter with a cracked corner by the sink, a pantry that holds less than it should. Kitchens in Tulare tend to be younger than the town itself, and that changes what a remodel needs to fix. Use this page to think through scope, budget, and permits before you start the estimator.

When Tulare kitchens were built

Survey estimates from the Census Bureau put the median home here at around 1990. About 31% of homes were built in the 1980s and 1990s, about a third in 2000 or later, and roughly 38% before 1980. In practice, that means three common starting points:

  • Pre-1980 kitchens. Closed or galley layouts, soffits over short wall cabinets, one ceiling light, and painted surfaces covered by federal lead-safe rules when the house predates 1978.

  • Oak-era kitchens, 1980 to 1999. Honey oak cabinets, tile or laminate counters with a drop-in sink, vinyl or tile floors, and builder-grade faucets and lighting near the end of their life.

  • Kitchens built since 2000. Expect granite, maple or cherry cabinets, and an island that may be the wrong size for how you actually use the room.

Refresh, mid-range, or full

For a 1990s kitchen with a layout that works, a partial scope can go a long way: new counters, a tile backsplash, paint or refaced doors, new hardware, and a better faucet. Our kitchen projects generally start around $25,000, and a kitchen refresh like that sits toward that end of what we take on.

A mid-range remodel replaces cabinets, counters, flooring, and lighting while the sink and range stay put, which is the territory of a typical kitchen remodel at around $40,000. A full remodel adds layout changes and premium selections and runs $50,000 to $60,000. Deciding which side of that line you are on is easier with our kitchen refresh vs. full remodel comparison.

Counters, cabinets, and lighting

Counters and cabinets in an oak-era kitchen

The estimator offers three countertop paths: keep what you have, new quartz, or premium stone. Tile counters are built in place on top of the cabinet boxes, so they rarely survive a cabinet replacement, and most people pair new cabinets with new countertops. Weighing materials? See quartz vs. granite.

Cabinets follow similar logic. Keeping the existing boxes and refacing works when the layout is right and the boxes are dry and solid. New cabinets make more sense when the layout is the problem or the sink base has water damage. This decision moves your planning range more than almost any other, since cabinets are usually one of the largest line items in a kitchen.

Better light without new wiring

Plenty of oak-era kitchens were lit by a single fluorescent box in the middle of the ceiling. Swapping it for new fixtures on the existing circuit, adding under-cabinet lights fed from an existing circuit, and hanging a pendant where a ceiling box already exists are fixture-level changes. New recessed lights on a new circuit, or added outlets along the counter, involve the licensed electrical trades we coordinate and are evaluated at the consultation, since they also tend to bring a permit into the project.

Permits and older fixtures

Older fixtures and final approval

About half of Tulare homes were built before 1990, and that matters once a remodel is permitted. Under California’s Civil Code, single-family homes built before 1994 must have noncompliant plumbing fixtures replaced as a condition of final permit approval. That covers faucets flowing more than 2.2 gallons per minute, showerheads over 2.5, and toilets over 1.6 gallons per flush, anywhere in the house, not just the kitchen. Existing fixtures are reviewed at the consultation so the requirement is part of the plan rather than a surprise at final inspection.

When the Building Division gets involved

Inside Tulare city limits, the Building Division at City Hall, 411 E. Kern Avenue, issues kitchen permits. New circuits, a relocated sink, or a modified wall are what usually bring permits and inspections into a kitchen, and they also involve engineering or the licensed electrical and plumbing trades we coordinate, so they are evaluated during the in-home consultation. For the process, read the Tulare remodel permit guide.

The order of work

Once a plan and schedule are set, a kitchen moves through demolition, any rough-in by licensed trades, inspections by the city if the work is permitted, then cabinets, countertop templating and fabrication, backsplash, fixtures, and a final walkthrough. Counter fabrication can only start after cabinets are in, and special-order cabinets or permit review can stretch the calendar, so those are planned for up front rather than discovered midway.

Planning the visit from Fresno

Tulare sits about 60 minutes from our shop at 4143 E Madison Ave in southeast Fresno, and we do not keep a local office. Visits are scheduled Monday through Saturday. Start with the kitchen estimator: it asks about kitchen size, scope, cabinetry, countertops, flooring, layout, plumbing and electrical needs, and finish level, then shows your planning range on screen once you add your contact details and ZIP code.

What affects the investment

Scope, layout, selections, and existing conditions.

The range for a kitchen depends on how much of the room changes: whether the layout stays or moves, the cabinetry and countertop selections, flooring and lighting, and the condition of what is behind the walls today. Most kitchen projects start around $25,000, a typical remodel lands around $40,000, and larger kitchens with layout changes or premium selections run $50,000 to $60,000. Your estimated range gives you a planning starting point before we confirm details in person.
