Overview

Kitchen and bathroom remodeling for Tulare homeowners, shaped by the city’s mostly post-1980 housing, its soft well water, and the hour-long drive from our Fresno shop.

If your Tulare home has oak cabinets, a cultured-marble vanity top, or a fiberglass tub surround, it probably dates from the 1980s or 1990s, like nearly a third of the houses in town. We come to Tulare from our shop in southeast Fresno, about 60 minutes away, to remodel kitchens and bathrooms. Below is what the city’s housing, water, and permit office mean for your project.

A railroad town with younger houses

The Southern Pacific Railroad founded Tulare in 1872, and the town burned and was rebuilt three times in its first fourteen years before incorporating in 1888. Today’s housing is much younger than that history suggests. Only about 8% of homes predate 1950, the city grew from about 12,400 residents in 1950 to nearly 69,000 by 2020, and the median home was built around 1990. About 59% of homes are owner-occupied.

Nearly everything else came after 1950. The rest of the stock breaks down like this, using Census estimates, along with what each era tends to mean for kitchens and baths:

  • Built 1950 through 1979, about 30%. Closed kitchens with soffits, original tile baths, and tub and shower combinations. Nearly all predate 1978, so federal lead-safe rules apply when work disturbs paint.

  • From the 1980s and 1990s, about 31%. Typical features include oak cabinets, tile or laminate counters, cultured-marble tops, fiberglass surrounds, and builder-grade fixtures nearing the end of their life.

  • Built after 2000, about a third. Granite, maple or cherry cabinets, and primary baths built around garden tubs, many now due for their first full update.

For many owners, that means the job is less about old systems and more about finishes and fixtures that have worn out, along with layouts that never quite worked. In a house from the 1990s or later, expect the consultation to focus mostly on layout and selections; in older homes, more of the visit goes to what is behind the walls.

Soft water from deep wells

The city’s 2025 water quality report describes a supply from 22 city-owned wells drawing on a confined aquifer beneath the Corcoran clay layer. The same report lists average total hardness of about 25 parts per million, which the U.S. Geological Survey classifies as soft. Mineral scale on faucets and shower glass is less of a fight than in harder-water towns, though spots still form as droplets dry, and the report notes that softer water is easier on water heaters and plumbing fixtures.

Permits at City Hall

Remodel permits inside city limits are handled by the City of Tulare Building Division, part of Community Development, at the Building Permit Center in City Hall, 411 E. Kern Avenue. Staff there review plans for code compliance, issue permits, and inspect work during construction. Your in-home consultation is where we confirm whether a given kitchen or bathroom scope calls for one. The steps are laid out in our Tulare permit guide.

About 60 minutes from our shop

Our base is 4143 E Madison Ave in southeast Fresno, roughly 48 miles away, and there is no office in town. Consultations are offered Monday through Saturday between 7:00 AM and 5:00 PM, so a Saturday visit is possible if weekdays are hard to clear. Your estimator ZIP code is how we confirm coverage, and our Tulare County service area page lists the nearby communities we serve.

What we take on

Kitchens and bathrooms are the only rooms we take on, under California license #1111311 for B-2 Residential Remodeling, and the company is insured and bonded. That covers cabinets, counters, tile, showers, tubs, vanities, flooring, and fixture-level lighting and plumbing. Anything that changes structure, adds circuits, relocates gas lines, or reroutes drains calls for engineering or licensed trades and is evaluated during the consultation.

From estimator to consultation

Start at Get My Renovation Estimate and pick the kitchen or the bathroom. The questions cover size, scope, layout, plumbing and electrical needs, and finish level, and the planning range appears on screen after you add your contact details. Planning more than one room? Run each one separately.

Our planning bands give that range context. Kitchen projects usually begin around $25,000, a typical kitchen remodel lands around $40,000, and larger kitchens with layout changes or premium selections run $50,000 to $60,000. Bathrooms usually begin around $15,000, a typical bathroom remodel lands around $25,000, and a primary suite or layout change runs $30,000 to $40,000. None of that is a quote, and our guide to what changes a remodel price explains why. If the range fits, book a free in-home consultation, where measurements, conditions, permits, and selections are confirmed before you get a clear plan and schedule.
