Permit guide

How the City of Sanger Building Division handles kitchen and bathroom remodel permits, from online applications to inspection requests.

In many Sanger houses, the kitchen keeps its original layout and the bathroom has one small window and a tub. More than a third of the city’s homes were built before 1970, according to Census estimates, so many remodels start in rooms that predate current codes.

Who runs permits in Sanger

Permits sit with the Building Division of the City’s Community Development Department, which also includes the Planning, Economic Development, and Code Enforcement divisions. The Building Division reviews and approves building plans, issues permits, and inspects the work it permits.

Reach the Division through City Hall at 1700 7th Street by calling (559) 876-6300 and asking for the Building Division, or by email at buildingdivision@ci.sanger.ca.us. When you call or write, include your name, contact information, and the address or permit number. Code Enforcement, a sister division, takes reports of municipal code violations through the City’s online request portal.

Kitchen and bath work that needs a permit

The Building Division enforces state and local codes during construction, alterations, and repairs. Under the California codes, electrical, plumbing, gas, and mechanical work requires a permit, so plan on one when a remodel:

  • Moves or adds a sink, toilet, shower, or tub

  • Adds outlets, lighting, a vented hood, or a bath fan

  • Replaces a water heater

  • Changes a wall, an opening, or a window

Under the state residential code, finish work such as painting, tiling, carpeting, cabinets, and countertops is exempt, so ask the Division when a project falls between the two. A new circuit, a gas line change, or structural work takes licensed trades or engineering, and those items are weighed during the in-home consultation.

Applying online and requesting inspections

The Building Division page links an online application that accepts document uploads up to 200MB, and the Community Development page points to the same portal to view the status of a permit. Revisions and addendums for existing permits go to the Division’s email or the contractor portal.

Starting January 1, 2026, inspection requests are accepted only through the contractor portal. Property owners without an access code should email or call the Building Department. Inspections are booked in morning or afternoon windows; specific times are considered but not promised, and inspectors may call ahead when asked, though they are not required to. The City also has a re-inspection fee policy, so make sure the work is complete and the approved plans and job card are on site before the inspector arrives.

Forms and instructions are on the Building Division page, and the Community Development page explains how the divisions fit together.

Forms worth knowing about

  • The Sanger Application for Building Permit, plus a separate form for revisions

  • A Sub-Contractor List

  • A Smoke Detector and Carbon Monoxide Alarm Verification Form

  • A Building Permit Extension Request, useful if a project pauses before it is finished

  • A Construction and Demolition Waste Management Plan

When subcontractors are listed on a job, check each license; our guide to checking a contractor’s license shows how.

Permit history and resale

To see what has been permitted at an address, ask the Building Division what is on file; the online portal also shows permit status. The Census Bureau puts the median year built for Sanger homes at 1982, and nearly half were built before 1980, so much of the housing predates the codes now in effect. In a house from the 1950s or 1960s, an earlier kitchen or bath update may not appear in the record at all, and buyers tend to ask about that gap when the home sells.

Owner-builder status and All American

CSLB notes that owner-builders who use anyone other than licensed subcontractors may be considered employers, with tax withholding, workers’ compensation, and disability insurance obligations. CSLB also warns that subcontractors and suppliers who are not paid on schedule may file mechanics liens against your property. Look over CSLB’s list of owner-builder duties before taking that route.

When you book the free in-home consultation, All American reviews the scope with you and confirms which permits it needs. Rural addresses outside Sanger city limits, such as nearby Del Rey, follow the Fresno County permit guide, and our east Fresno County page covers the area.
